How i get the house for only 20k

I was talking with a stranger near Moonglow bank, when Roger appeared.
The moment he came near, i understood - he is a town thug.
That kind of people who chase you, put a hand in your pocket, and wait for your reaction...
with an armor suit and a quarterstuff ready
Spells cant do anything in town, and in pure melee he will definitely have an edge against low-stamina spellcaster.
But this time something went wrong - an eagle-eyed town crier noiticed his filthy move, and called guards!
What can you find on a thief corpse? Usually nothing, but this time it was... a small HOUSE DEED !
Must have huge balls or little brain to carry this on you and steal in town !
I banked the deed immediately.
Punishing him for 40k+ just for trying would be too much, so I decided so sell it back to him for like 5k.
And yes, he appeared and asked, if he could have the deed back.
I told him, that if he will swear never to steal from me again, he would get it back at a huge discount... but he remained silent, so price went up to 10k. When I went to bank box he came near and tried to snoop me... the price doubled again, and reached 20k.
Finally, I kept the deed in bank, handing him a 20k check... Was not a bad deal, oh really
