Using locked down items

For ideas on how to make Second Age a better shard. Can it get any better? Maybe.

I recall there were a large assortment of items which anyone could use if they were locked down.

Things like fruit baskets and the likes. There was no "you are not allowed to access this" type of stuff...

You can definitely use some locked down food items on UOSA, someone has been eating my turnips. The pie next door seems inaccessible though.
