I see this type of actions and laugh. Similar to the plate tax we used on Napa. Sit just outside of Brit and get people to give us their plate armor or we would kill them and take everything.

Department of Sheep Husbandry

Objectives: The Department of Sheep Husbandry ensures that all player ran sheep farms do not pose a health risk to the public. Players who wish to run a sheep farm must purchase a permit from [cA]. Permits cover one building for the life of that building.

All permit holders must display their permit code on the sign of the home or homes in question, e.g., Hemperor's Leet PVP Tower (SP-2348).
