If you have 0 items in your bank and have not opened it since server restart, then dropping a deed on a Real Estate Broker will report that "You bank box is full."
Opening your bank box before cashing in your deeds "solves" this. As does having a non-empty bank box (obviously).

The cause of this is that all empty bank boxes are deleted when server restarts; bank boxes are an item, and this helps with our item count.
When you open you bankbox, a new one is created if one doesn't exist.
