MIBs?!?

Been fishin for a few hours now and havent even fished one of these up.
Is the drop rate extreme?
Yes im Deep sea. Ive sailed all over the ocean, 100.0 fishin
Are they that hard to drop? Or is it just a horrific day?

generally ranges from 0-3 an hour

That has happened to me before. I've also had them come in bunches (3 on one spot before it was fished out, with 2 of them back to back).
I can't remember the exact numbers, but a GM Fisherman should expect to average 1 per continuous hour of fishing... with the key being average. When the numbers seem to be going really shitty for me, I usually just walk away from it for the day.
