Can you message anyone in game besides GM's?

Is there anyway to see who is online at any given time?

Just curious... Thx

We don't have an ingame messaging system, but many players use IRC:
How to connect to IRC

All the player information, as far as who is online and even the ability to get info on guilds and players that are offline is available on My.UOSecondAge.com
