You could use them as both, depending on how they were set up, turned on, or linked to one another.

They used to behave as "multicast".
Talk in one and send to all linked crystals.
Receiver does not consume charges.
Sender consumes a charge for EACH receiver.
At least I remind it used to work this way.

I really hope Communication Crystals are implemented soon because the Party/Guild chat systems are inaccurate for sure considering they were added waaay after this shard's target date! It would definitely add a welcome, very refreshing, nostalgic old-school element into the shard. I've got a T2A Playguide and if you want I can take photos of the pages describing how the crystals worked. If you don't think the Playguide is a reference for accuracy then I don't know what is
There's also the Chat Room feature in your Paperdoll that's free of use too. You can conveniently resize the window so you don't have to do so for your game screen. Basically, you link two crystals beforehand, then anything you say/whisper/yell will be received by the other crystal and vica versa. What you say consumes your charges. They can be turned on or off whenever. Naturally, anyone who doesn't want to spend the money on the crystals or jewels (or for the reds who won't be able to buy outside of Buc's Den if their Provisioner runs out of shineys), which recharge the crystals, can always just use IRC, ICQ, etcetera. This new feature would definitely help boost the NPC and player economy as PC vendors will probably in return get stocked with the items. Hope this explains the ins and outs for you.

They're already in-game. Aye, they are in game, but not quite implemented properly. They are currently two different types of items, a Broadcast Crystal and a Receiver Crystal, where there should only be one type performing both functions.
They can be bought from the jeweler. Monsters and NPC's found with them likely looted them from a player corpse
