Say player A asks for a 50k duel to player HEMP and player hemp agrees and then loses and refuses to pay is that against the "scamming rule" considering he is afteral cheating me out of my moulah.

Trading should be conducted in #secondagetrade.
Perpetrating scams may not be done in the main IRC channel or in #SecondAgeTrade. Save it for ingame or #SecondAgePVP. However don't assume that just because we have this rule people won't try to scam you in channel, but channel bans may be enforced after the fact.

What was being traded in this situation?
There is a difference between a trade scam and a scam period.
I honestly don't consider a "grudge" a form of trade at all.

There's nothing about this that we as staff would be remotely interested in getting involved in.
