I found that at 60 healing I was able to sufficiently heal myself with the following Macro:

If hits <= 50
Exec: Bandage Self
Pause: 15 Seconds

				Is it possible to setup a macro for Character A to heal Character B, IF character B's Health is below X amount? just like the previously mentioned macro yet for a different character?

				Unfortunately, I don't think razor can pull that type of info from another character, only the character that the razor is "attached" to.
You could make the guy that you want healed snoop the healer(with snooping locked), and then set up a sysmsg so that when the healer notices the failed attempt at snooping, it will heal.
Might be a semi complicated macro..

				What I used to is is make a macro so that when my HP would drop lower than said amount, the macro would do something to be displayed in the system chat thing and have to other character scan the journal for this and when it found it, heal the character.. used to work well

				Does razor scan journal? I was under the impression that it only looks at system messages (the grey ones on the bottom left)

Guild chat is a system message.  You can do some fantastic things with razor because of it.

				Does this mean that party chat is system message as well? 
Annoying my guildmembers every time my health is below x amount seems some what obnoxious, maybe if I could just be in a party together with my macroing partner?
