I run a fisher paired with a dexer in the background while messing around on my third account.
I never saw Sea Serpents until 90+ fishing.
I never saw a Deep Sea Serpent until 100 fishing.
Deeps drop a MIB 100% of the time (so far).
Normal Serpents drop a plainly drawn t-map 100% of the time, with a chance to also drop an expertly drawn map (I've seen one expertly drawn map in roughly 100 kills).
Only once, I have pulled up a Deep Sea Serpent while fishing up a chest. This serpent had rougly the same hit points as a normal serpent, which was odd, but dropped the normal "Deep" loot.
It could all fall on luck, but it would seem that there are "hotspots" in the water where serpents are more likely to spawn. On one of these such spots, I have pulled up four Deep serpents before the area ran dry (I anchor my boat and do not move from this spot when the fishing seems better-than-average). Last week it was not uncommon to get about six serpents per hour (a mix of normal serpents and deep ones). Yesterday I fished for about five hours and saw three serpents in total. Maybe there was a stealth nerf; maybe I was extremely lucky for a few days.
All things aside, SOS hunting really isn't even that grand. I've fished up 35 chests now (13 my first run, 22 on this last run) and I got a total of 6 vanqs. That includes the daggers and other less-than-useful weapons. As someone said before me, it's not very satisfying to spend hours on end to get a chest full of ruin weapons...oh and don't forget the magic jewelry/clothing. Out of 35 chests, I have seen 1 invisibility bracer (0 teleport jewelry; 0 reflect jewelry). A rough estimate would be that 1/5 of the loot in chests is jewelry/clothing.
On another note, is there any plan to fix/remove magic clothing from these chests (or from the loot tables entirely)? I'm new to the server and don't enjoy forum crawling too much but I assume that it is widely known that magic clothing charges are "broken" in that they atrophy without being worn. It's not uncommon to fish up a chest and identify a piece of the loot as "a shirt" or "a tri-corner hat". I commented on this issue with a friend just yesterday saying, "I wish the devs would remove magic clothing from these chests. I mean it would save me the hassle of having to throw a few dozen pieces of crap into the trash can after a successful run. I guess if I were really concerned about not having them go to waste I could cut them up into cloth..." Magic jewelry (love it or hate it) at leasts holds a charge until used, that's all I'm trying to say.

Maybe we can up the loot on these too. I also forgot to mention the amount of time it can take to obtain an SoS. So 2-4 hours on getting 1 Sos, then doing it, depending where it is on the map...You minus well go hunt orcs for 50gp per because it makes the fishing skill useless.

I vividly recall the fishing change right before clean up brit, where they added the SOS's and maps to the serpent's loot. Before that, I just fished them up into my pack.
I'm assuming the fishing how it is now, is the post clean up brit era looting (on serpents)?
Also, I wouldn't see the harm in adding nets. If it's true that MiBs and tmaps only spawn in serp's loot then that, coupled with their rarity makes fishing extremely low-profit and boring. I loved fishing, but abandoned it after the serp change and picked it back up when nets came out.

The loot needs picked up to par with how hard it is to even get an Sos. Yah, it might be easy to just click a botton and it gets fished up but if you think about it, 2-4 hours to get that sos, then getting it alone can take awhile.
