As for tmaps, I beleive the loot tables are exactly the same when it comes to magic items, for all level treasure maps, however when you have a level 5, you get more drops, thus more rolls, thus more chances to "win big".
On OSI, and on UOSA, I have never, ever, in my entire time playing (1997-2002) seen any clothing/jewelry item with more than 100 charges, and when they were above 60 charges, they weren't invis/tele/reflect, they were str/agi/cunning/protection. This is purely observation, I don't have any documentation in front of me at the moment to back my statement up.
