They didn't come in bags. In 2009 they were a prize for the top 10 trick-or-treaters, In 2010 they were a prize for all the trick-or-treaters with over 1000 houses.

i finished first place last year in the trick or treating with "Jack"

However....... no more prizes are given for trick or treating so this item is truly worth the gold.............
