Now, I remember reading somewhere that blessing an item will restore it to it's max durability. Does anyone know if this is true? And could you then in theory re-bless an item to restore its durability?

I would save the CBD for something that's worth at least close to what the CBD is worth.
There is some dude selling like 6 pairs of 902's you could just wear those unblessed and have a similar color,
and it'd be cheaper.

There is no such thing as a non blessed GF mask.

GF = grandfathered = clothing blessed prior to Jan. 2011 when a patch was made making blessed things breakable

Seems like there's nothing worth buying to bless. It's either sandals or it's going to break. The range of available colours of sandals to buy/bless are underwhelming. Already have bloods/bridals/blacks. Then again I never cared about character appearance, until felix gave me a bunch of neon dyes/neon sandals I just went around with a default avatar.

Have something like 25 CBDs and nothing to do but sit on them for prices to go up.
