You won't need a high-end machine to run UO: as far as system specs are concerned, you could probably find an adequate machine by dumpster-diving ...

Roadkill & Chaos are advising you that you don't need to bankrupt yourself; they are correct.

Sanctum has specified Windows as the OS; I won't disagree, but I think there's a lot of community support here for running UO (I'm guessing it's actually Razor that causes any issues) under other Operating Systems, so you may have some flexibility there.

Regarding internet connections, you'll be fine over wireless connections, as long as the connections are themselves reliable (i.e. your machine is close enough to the router's transceiver to minimise packet-loss); price will determine whether or not you'll want to subscribe to some form of cellular support package (generally, these are pretty expensive, and WiFi hotspots can be found almost anywhere ...).

Have fun, and don't waste your money doing it: who could ask for more?

I bought a Dell D620 for $300 and I can have 3 clients running, UOAM, Vent, web browser, IRC all running over WIFI with no slow down at all. It's a dual core Intel CPU with 4 GB RAM running Windows XP. For $300 I've been very happy with it!
