I don't think that would do a double hally hit Kefka. I've done that hundreds of times and it never resulted in a double hally hit.

Yes, it did indeed do a double hally hit for a long time during T2A. You had to get the timing just right, and it did work.

Also, if that didn't work, then why would you be doing it in the first place? I see no logical reason as to why somebody would double click someone that they already have flagged, then pause for exactly 4 seconds before running up to them for a hit.

You only did the pause if you were doing the double hit.
