Nothing is different about the shopkeepers in bucs den. They will buy/sell from anyone, red or blue, just not criminal or outcast-level karma.

I don't see why the idle guards would function any differently, assuming you found one outside of the guard zone on a red.

In any case, here is an account indicating that you could turn your own head in (on a character that did not get the kill). They then go on to speculate ways in which this could be fixed.
