Locked Down Items - Usable/Unusable

For ideas on how to make Second Age a better shard. Can it get any better? Maybe.

Ahh ok, makes more sense, and thanks. I just stumbled across it. I'd not remembered this myself, but had never noticed this line in the patch notes before.
