Inaccurate House bans

For ideas on how to make Second Age a better shard. Can it get any better? Maybe.

I agree that this is incorrect. I'm not sure how OSI handled this, they get deleted on UOSA, becuase the creature no longer exists :/

Serials are also reused, so it'll take some thought as to how to correct this one.

I dont remember how long the ban list is, but if you had an equal number of reserved serial numbers of imaginary mobiles you could use those to populate the list when a creature is deleted.
