I think I finally got to the bottom of this one. 25% of the mechant NPC's had no pants.

If you see this again, please let me know what the Title of the NPC is, if merchant it's been fixed, but there ay be others.

hey what about all the escorts running around in war mode....that is a little weird.
Doesnt take much to find one, Ive seen them a lot in yew, skara, and ocllo.

-also you cant hire escort travelers can u?

-while we are on the subject, what happened to seekers of adventure, and their spawning rangers.
not sure if the spawning rangers when attacked was added during t2a or uor....
but still I haven't seen any seekers of adventure in some time, they were here b4, but now they
are gone.

-jhelom pits are spawning beggars and bards again, and few if any actual fighters and paladins.
this was fixed for about a week, and then the spawn went back to lame again.
