I should applogize for misanswering your question in game.
The damages "stack", in that they are not applied to eachother:
Where damage is the normal calculated damage for the weapon, i.e. the "roll";
totaldamage = damage + (damage * tacticsBonus) + (damage * strBonus) + (damage * anatomyBonus)

Another, somewhat related, question is whether the "halve remaining damage" in the combat sequence actually means what I think it does.
Does a final result of 20 damage get halved to 10 before application? That's pretty crazy and not something I knew about

It does get halved, this has no bearing on %'s of course they are still valid, as it's entirely on the final damage.
If you do the math on halberd damage for example on the stratics combat page, i think you'll find that it could hit for 90 or more (in the extreme case) if you didn't half it.
