There is a new vendor (small house) that hugs the west trinsic wall that has full spell books for less than 5k. They are full.

I sell full spellbooks under 7k at RoadKill's Rune Library, vendor is on the front steps.

Don't waste time buying stuff from $$$. you can find the same exact stuff they have for way way cheaper, don't pay there inflated prices.
