I did it the other day, on a tamed dragon, and it flagged me grey, and the dragon attacked.. Though I did it to a tamed horse and it did not.

This happened to me once. Turned out I was provoking. I had my hot keys mixed up. The system msg is the same for both. Maybe that's ur problem?

Incite vs Entice... pretty close system message. I have also messed my hotkeys up on this and provo'ed by mistake.
