You can't cast weaken again if they are already debuffed from it. I think it lasts like a minute or so ... most pvpers will try to keep you debuffed. Harm almost always stop the spell. What do you mean by almost?
Harm has a very high percent chance to interrupt when timed perfectly.
This is very different then from OSI!
100% chance to interrupt always, it timed correctly!
Problem here is also that without fizzle animation, you won't detect it.
Also, you are correct ... there is no way to tell if you actually interrupt a player casting ...every once in a while you can tell by the way they turn during casting and being hit by the harm spell (it frees them up from the casting time of the spell...kinda) so aside from that .. no real way for sure.
