I asked a gm about this. And the winner is randomly generated when scratched, NOT when the ticket is made.
I tested it and proved true.
2 server wars ago all 3 were losers. BUT last nights server wars, I won a tub.
So its literally just random.

True enough. But given enough server war testing, I'm sure a wizardly nerd could figure out an approximate winning ratio. Maybe 1:100 would just be my off the wall circumstantial guess.Wish my mathematical nerdism stretched this far. But alas, it does not.
