Why didn't you just invis and dismount and heal the mare through all that crap?

Are you using the official UOSA Client to play UO? Some people have issues getting stuck when using other clients....especially in T2A which was changed greatly.

i have resolved this issue by the decision of never going there again

I walked around soooo many tiles trying to fall down but couldn't.

Could you fall down again? Show us how!

What Downs said. It is a method of allowing targeting to a tile, when you can't target the tile itself.
