+20 to tactics is good and power makes its better but DP with ghouls touch a dexxer would be able to use this to PK anyone

Tactics bonus increases the base damage of the weapon. So in all reality, tactics bonus is more effective on weapons that do more damage per hit. Tactics bonus is as effective, if not more effective than the damage bonus.
