On baja, I dont exactly remember which ERA it was, i believe it was t2a, however maybe UO:R,

The jhelom farms had horses in the stables you could tame.

Are there any stables on UOSA that have horses i can tame for mounts?

Welcome to Second Age.
There are some horses that can be found in stables occasionally, whether left by players or spawning in the pens on occasion. They can also be found in the wild, but are very uncommon.
