Are stat buffs correct?

The t2a stratics site uses the ( Magery / 10 ) formula for buffs and debfuffs. This same formula is used on the UO Demo too. The ( Magery / 10 ) + 1 modifcation wasn't added until around UOR. I will look into the Demo confirmation a bit further to be positive once more though.

That video is indeed notoriously misleading on so many different issues.

Notice the RunUO world save slightly before the 1/2 mark, and the chinese unicode text a minute or so prior.
