There are a ton of places to practice PvP.

There is a dock in Turtle Bay.
mYm arena north of Vesper.
ACE arena just before the swamps N of Trinsic.

Plus a ton of other places you can use, like the roof of Wrong's entrance, and the inlets in the mountain N-E of Brit.
