Cartography to GM

My cartography is at 99.5 and hasn't budged in ~500 'full world' maps. I read there was a patch that changed cartography by allowing one to GM the skill by making maps but I seem to be stuck at 99.5. Can anyone that has recently GM'd cartography confirm the ability to GM by making maps alone, do I need to change maps, etc?

You can GM off world maps.

And yes, it is a PITA at the end.

I GMed Cartography making maps about a week ago. So yes, it still works. Make sure you aren't maxed out on skill points.
