can i see what properties a magic wand has? I want to now the charges and kind of magic.

You need to find an ID wand
"Wand of identification" - using this on another wand should tell you all you need to know.

Is it possible to charge empty Wands?

No you have to get new wands, you can't recharge them.

You can also gain the Item Id skill and id stuff that way. Just do it on a mule character.
