what do you lockpick

What do you lockpick to gain at 24 skill cause nothing seems to work not even the npc boxes around town it just says you dont see how the lock can be manipulated. I tried it on a tinker box i made with 50 skill but it said the same thing.

you need a tinker box at 30 skill.
