Anchors Away

Tillerman tells you that you must lower anchor to dock, you get on ship and say lower anchor and he tells you already down. IDK what steps to reproduce, but this happens all the time. I don't think it's a very important bug but a bug none-the-less.

REPORTED ISSUE: Tillerman Giving Erroneous Messages

ISSUE DETAILS: When attempting to drydock a ship, failing because the anchor is up, and reboarding you receive the message "anchor already down"

ENVIRONMENT DETAILS: Has happened in several

STEPS TO RECREATE: Move around on ship, don't drop anchor, get off, attempt to drydock, get back on, command to lower anchor.

EXPECTED RESULTS: Receive message "Anchor already down, Sir" or something similar
