Co-Owners and Secure Containers

my Co-Owners can Secure Containers in my houses, but they are unable to release them, not sure what part of this isn't right, but it goes to say. that if one can secure a container. they should be able to release it as well!

This would make logical sence to me as well, but aparently as per OSI this wasn't true :/

I thought strongboxes were in this era though. Probably should have it's own post but how come we do not have strongboxes? :/

Strongboxes were introduced after the housing system which we have in place, which is generally pre-Nov '99
