Skill Gain Rate
Is the skill gain on this server affected by how close you are to 700 skill points, or is each skill independent? I know some servers you have to plan which skills you level in which order because it gets harder the closer you are to 700.

It is skill independent.
The only ease-of-skill gains that are present are artificially created by the order in which you train. Example: Obviously it is easier to GM magery after you GM meditation than it would be to GM magery with 0 meditation.
