Didn't people's Fame/Karma Titles and their skill titles not show up if they weren't in the top 2 tiers of fame or am I mis-remembering this?

It should be the top 2 tiers of Fame, karma had nothing to do with it.

fame/karma title will always show
professional title only shows in the top 2 tiers of fame, unless that player is in the thieves guild
