What are the skill requirements to make runebooks?

magery 70? (for the gate scroll)
one blank rune
inscription skill needed?

Not sure on the actual minimum requires, but a char with 50 inscription can craft them -- albeit with an extremely low success rate.

Requires 1 blank rune, 1 recall scroll, 1 gate scroll, and 8 blank scrolls. Use inscription skill, target the rune.
