I could be off on my timeline but I thought just outside the fire dungeon in serpents hold there was a no guard zone cause I remember that being one why into the lost lands for reds. When I was there it was all guard zone, did the no guard zone come in later.

I remember serpents not being able to be guard wacked in some parts of town.
