ostard/horse figurines

Maybe I am just imagining this, but I seem to recall being able to own a ostard or horse figuring that you could double click and it would turn into the real thing that you could ride? Was this a post-second era thing?

You're thinking of Ethereal horses, they were added as Veteran rewards towards the end of the T2A era in a bid by EA for player retention, they are generally not considered accurate to the era. We do not have them here.

I didn't see any, that makes sense. I couldn't remember how I got mine. I played UO from the very beginning until they made the wholesale changes to stats, weapons, etc... I think 3 years ago.

For convenience they were good. Also I think they were newbie items, so if you managed to get PK'd in Felucca you'd still have your ethereal mount. It does detract from the game though for the same reasons I suppose...
