Let's say I'm running a fishing macro on character A. If I were actually playing character B simultaneously, could I get in trouble for supposedly gathering resources while not actually playing (that character)?

If you can not respond to a GM (with in seconds) then I'd say yes afk..

"Deep water" has been completely revised, and may even be reachable from shore in some places.
* Due to this, it is no longer permissible to fish AFK from shore.
used to be able to AFK fish from shore with this patch no more, be vigilant for GMs and you should be fine
