my guess here is now that the char you want to do it is a thieve with no fighting skills, well then any npc is good to raise karma/fame but best would be to go and kill a few monsters its way faster than handing out gold to npcs.... and cheaper.

I'm wondering for my alchemist/poisoner. I want to deal with people without being looked upon as a thief.

if he has magery grab energy vortex/blade spirit scrolls and kill some stuff.

I don't know if it matters which NPC you give gold to, but if it does, I'd expect the NPC with the highest karma to grant it. That would be nobles or seekers of adventure, I think (if they even accept gold).

Another alternative would be having a positive karma character give karma to your poisoner by repeatedly saying "I honor thee"
From the wiki: "I honor thee: A player can transfer a small amount of Karma to another player. The giving player will lose 50 Karma points, the receiving player will gain 10 Karma points. The giver needs to have at least 50 Karma points."

No, but a murderer is charged more from vendors. I don't know if this is intentional. Dread row (-5) karma can not buy from non player vendors at all.

yea i remember back then when i reached outcast from killing npcs that they refused to sell me stuff :/
