Items sinking into water

Was killing water elementals in Shame today and noticed that when they die on the water, their items will all first appear to be stacked on top of the water level as normal. Once you remove any of the items on the ground(doesn't matter if you pick up the item on the top or bottom), the rest fall down a couple levels and become inaccessible
