How do I avoid the constant PKing?

I have a question. Sorry if I post here, but I have made so many threads with dumb questions lately, so i dont want to do one again lol

The question is this: Can PKs with short term counts >= 5 res without statloss under any circumstance ?

The background is this:
I was - thanks potions and DP - finally able to kill a recurring pk on lich spawn, who had also killed me there in the past and attacked me several more times.
Now i was rly happy that he was dead, like "one less danger".

But now I see on myUOSA that he has ressed and hasnt lost any skill / stat whatsoever. He was 100% dead and shown as ghost before, and it still shows like 10 Kills on myUOSA (these are short term kills right ?)

Hope someone can shed some light on this.

He probably just has that character logged in 24 hours a day, and kills 3 or less people a day. Another problem with having 3 accounts etc... I don't consider these real PK's, they are just bad players.
