What tools are necessary to create crossbows? What is the minimum skill requirement to create these?

Thanks. Can't seem to advance beyond 48 in the skill, I figured I was doing something wrong or didn't have the right tools. I thought maybe if I could make crossbows that my skill would start going up again.
