Noob + IRC = Bad?

I am getting the following message when attempting to connect to the IRC channel, I got this message both when I tried to connect to IRC with the link on the main site "open IRC window" and when i actually downloaded the thing and manually entered the server information. What am I doing wrong?

You're g-lined because you appeared on a blocking list for violating some IRC rules at some point some where. Perhaps not necessarily you but someone in your relative geographic location. G-Line means they block a whole card/port listing off a dslam or aggregator.
