Just curious.
I remember a time where it was easy to obtain black sandals and lots of people had blessed sandals. Why is it so expensive to acheive on this shard?

CBD's are only available through the silver turn in system, as far as I know, and considring the amount of silver needed to obtain one, the price is quite high.
CBD's were far more common on OSI, and thus much less expensive.
The black sandals per se are not so expensive nor difficult to obtain.

Black sandles seem much harder to obtain on UOSA than on OSI. Someone could get about a pair every 5 hours or so by killing the papua jeweler. Here, even if you make the rounds to all jewelers on the server, you might not even get a pair in 24 hours.
CBD's are (as mentioned above) ruined due to the reward system and the artificial market for silver here.
