I'm not actually sure if it is stuck or if skills raise this slowly on SA. I'm at 56.4 magery and per the wiki was casting lightening on myself to raise resist and magery. I burned through 400+ sulfer and didn't gain at all. Is that normal? I'm casting at the bank in moonglow. I have a total of 598.9 skill points and have herding turned down (80+)

You're in the vicinity of where level 4 spells won't gain for you any more. Are you talking 56.4 "displayed" magery, or 56.4 "real" (unmodified)?
I think it's around 60.0 displayed magery where you have a 100% chance of casting a level 4 spell, and thus a 0% chance of gaining.

displayed is 62, so I guess that is the problem. Any suggestions on what to cast to maximize gains in magery, resist, and minimize cost?

Assuming your resist is 55.0 or thereabouts, I'd say just go straight to Energy Bolt, and then to Flamestrike at 80.0 Magery.
If your resist is not at 55 yet, do some fire fields until 55.

Also, do not cast in town if you want to gain resist.

This is weird, on my last character I gained to 72 magery (base) with lightning. I was macroing resist and was very surprised when I woke up to see my magery had gained that high. I'm sure the chance for 100% success is 60.1 base, or thereabouts. This was only a few weeks ago, and there's no mention of a change in the patch notes.
