The last 3 monster camps I did I haven't been unable to unlock the chest with the unlock spell. I was able to on the 1st 5 or 6 I encountered. Is this a bug or is lockpicking required for some?

Actually there is a bug with camps where two chests always spawn. One is the actual chest and the other is a static chest that you cannot open. Sometimes the good one is on top... sometimes the bad one is. The way to get the good one is to hold down ctrl+shift to get the item bars and target the one for "metal chest". To open it, doubleclick likewise.

some of the chests that spawn are too difficult to open with magic unlock and you need real lockpicker, but not really a super high lockpick
