Scrapped my T-hunter awhile back so Don't have a cartographer. Just sifting through maps I have laying around.

LvL 1's I can decode. But I get the you fail to decode the map message above my head alot.

LvL 2's and up it ussually says "The Map is is too difficult to decode."

But on one of my maps. It says You did not decode the map. And have no idea where to look for the treasure.

Just wondering what the difference is.

Also, is the person who decoded the map the only one able to dig it up?

Precisely. Which is why your getting that message -- someone else already decoded it.

If it says it once for a particular level, it will always say it for that level unless you've gained the prerequisite carto. For required skill levels:
