Is provocation a difficulty-based skill to train?

I couldn't find a guide on the topic. Stratics lists the barding difficulty for various animals but didn't know if that was era-accurate for our server. Or is provocation just based on musicianship and provoke skill?

Negative, you can gm the skill off the same two fuzzy bunnies! At GM prov and music you won't fail the attempt!

Ok, so is provo a difficulty-based skill to use then? Or are my chances of provoking a balron the same as provoking a bunny?

The barding difficulty for creatures was introduced during UO:R. In this era the difficult of proviking any two creatures is the same.
